Mr. Taylor said a very large number of Chinese came

across the Island to do business with certain firms and a

large number of Chinese passengers landed from the foreign

wharves from ferry into sampan and then on to the Island.

If they had business at the wharves and at the business houses

they would continue to use the roads.

H.B.M. Consul-General: If they have business they

are naturally entitled to use them.

ar. Taylor: Even if they have not, they will pro-

bably continue to make use of the Concession.

ii.B.M. Congul-General: I take it that the Munici-

pal Council intend to see to it that these new Regulations

are adhered to.

The Rev. Mr. Toms: Does the latter part of Police

Permit Regulation No.7 refer to Foreigners as well as

Chinese.

1.B.M. Consul-General: 10. I think, sey for example

resolutions it is obviously intended that these traffic

regulations will be carried out.

A ratepayer asked how the proposed paan system

would affect Chinese having legitimate business on Ahameen.

H.B.M. Congul-General replied that such people would

be given an annual pass entitling them to enter and leave

Shameen at all times, Servants of British firms of Shameen

would, for instance, have passes, and the passes would only

be issued to the firm.

kr. Taylor: Then the firm has to take responsibility

for those Chinese who come to their offices on legitimate

business.

F.B.M. Consul-General said they would guarantee the fact that they came on legitimate business, but were not re- sponsible for seeing that such persons observed the regulations.
